actually you want to get to the city heights so you can defeat the pool of radiance. to do that you need the ring of calling so you can open up the seal of mythantor. the dragon room quest doesn't appear until you reach the city from what i can tell (it has to do with the helm cleaver and some orogs).
check your journal for what quests you can/should complete when you don't know what to do.
