Saemon Havarian

I have decided to take Saemon Havarian to the surface. He told me to get the harbour horn or whatever during the night and then to meet him down at the docks right afterward. So I slept until night, and then went and got the horn. When I found him at the docks the game says that I can't initiate dialog with him because he "appears busy". I have tried to sleep another 8 hours and then talk to him, but that didn't work. So i tried going into a building and then coming back. but I still couldn't speak to him. thanks for any ideas that would maybe allow me to initiate dialog with him.
