Mods Not Working!!!!!!

I've done everything that the mods' tell me to do, which is:
1) extract file into oblivion/data file
2)(optional) Click on the box in the data files.
AND NOTHING HAPPENS when i play the game!

for example, i tried playing a mod for open cities, and when i played the game, the city gates were still there!

any suggestions on what to do?

Open cities purposefully keeps the gates there to lessen the wandering NPC's. If the gates don't open without a loading screen, then you have a problem, but otherwise that mod sounds like it's working just fine.
Oh, and as for your number 2 list, clicking on the databox is NOT optional. It is required.

actually, the open cities mod is supposed to eliminate the city gates (except for the imperial city) so that you can walk in and out of them on horses and stuff. and also, those checkboxes arent showing up like their supposed to, so i guess there is something wrong...

Not the updated open cities, as I said, NPC's will wander around the gate, so the developer of said mod turned the gates into a portcullis of doorways, where there's no loading screen but you can still exit and enter a city through a door.
As for the ability to open the door not showing up, you might have another mod conflicting with this one, or an outdated patch.

actually, this is my first time adding anything to oblivion, along with a Kvatchaftermath mod, a madgods powers mod, and some new residences. so i dont think that anything is conflicting.

Then it may be that you don't have the right patch. When modding, remember that when it says something like "Requires Patch 1.025.00" or something like that, it doesn't mean that patch and every patch created after that one, it just means that patch only.
