Players making new magical items?

I don't know if this is allowed, unfortunately. I wanted to know if it is? I know you can make magic items if you have feats, and you can make new magic spells, but can you make brand new magic items?
There are some magic items from Advanced Dungeons and Dragons I've not seen in any of the new books and I wanted to see about transplanting them into the campaign I am in by having my char invent them. Before I run them by my DM, I wanted to see if there were any rules concerning this? If not, it will have to be house rules on whether or not I can do these, I would guess.
Also, are there prestige classes that specialize in magic item crafting/researching new spells? If not, maybe I'll see about making one...

If you're the DM, my recommendation is to make the players stick to the back of the Dungeon masters guide.
Creating magic items with a players personal stats is allowed, but there is already a set of rules they must follow for this.

As long as they stick to these rules, the game won't be too messed up.

Be wary of items that grant a spell effect permanently. You don't want players running around with permanent True Strike or Wraith Strike...

Almost forgot about that, thanks for the reminder.
It doesn't say this, but I've always found that using the item creation rules in the link I provided, never allow them to use said rules with pre-existing magic items. Expeditious retreat, for instance, is in the boots of striding and springing, so don't allow them to exploit the obvious cheaper magic item according to the rules of the item creation page.
True strike and magic weapon obviously go with enchanted weapons, magic vestment with enchanted armor, etc etc. But say a polymorph ring with a once per day use at 9th caster level, that's totally within reason of those rules.

This is the item I wanted to create, I'm just a player actually. It's less ofm a magic item and more of an enhancement to a spellbook, this is what I was hoping to present to my DM for approval.
Pendleton's Ivory Spellbook
This spell-book contains 1,000 pages, its cover is made of ivory and it radiates a faint aura of transmutation magic if attempts to discern its magic are made.
When a special command word is uttered, the book becomes a tooth and, if touched to an empty socket, sinks into the gum and appears to be a normal tooth. While socketted, the 'tooth' still gives off a faint aura of transmutation. Dispel magic will not stop the effect of the magic, but an antimagic field will cause the tooth to react as if the command word to turn the tooth to the book was uttered (See Below). If not otherwise released, the spellbook can remain in tooth form indefinitely.
As a standard action, a command word can be spoken and the tooth disappears, with the spellbook seemingly appearing out of nowhere in Pendleton's hand.
For the purposes of hardness, the book, in either book or tooth form, has a hardness of 4 and 8 hit points, it's saving throws are equal to Pendleton's.
Base Price: 6,000
Cost to Make: 3,000gp+the cost of the spellbook itself
Xp to Make: 240xp
Abilities Needed: Craft Wondrous Item, Polymorph, Caster Level: 9th
I got the idea from a dagger in the ruins of undermountain, from ADND. It was a dagger that could be touched to an empty tooth socket and it would become a tooth there until a command word was spoken. I figure this would be a great way to carry around his spellbook and keep it protected.

I see nothing wrong with it. I can't imagine how you would unbalance the game with this.
