I was wondering if anyone here knows where i can get a mod which gives oblivion more performance, but that doesn't change to much of the graphics?

Improves performances but will pretty much slaughter your graphics.

That's....impossible.

FPS vs. graphics quality is always a trade-off, so basically no, there is no mod or tweak that will get you more performance without reducing the graphics quality (unless you can spend $10K per year throwing faster hardware at the problem and call it a "tweak"). However, some tweaks have less of a negative impact on the overall look of the game than others. And the negative impact may be subjectively different to different players (one person might be willing to sacrifice realistic shadows to increase view distance, and the next person might feel the exact opposite). About the only generic advice I can give is play with the settings to see if you can find a compromise that helps performance but still looks good to you. Here are a couple good pages on tweaking the graphics settings to increase performance.
