When I use the giveitem cheat, it only gives me the one of the item I want, instead of the amount specified when typing the cheat.
For example, I type 'giveitem g_i_progspike01 685' but it only gives me on computer spike.

It cannot be helped. Item giving in cheats is for only one at a time. The amount only works for changing skills and atribues. 
Unless you do some extencive game modifying which is not recomended.
Btw, if your skills are high enough you won't even need that much items.
