Cleric Power Attack bug?

Started a new character-
Human Cleric with power attack chosen as a beginning feat.

Strangely the pwr attck feat does not show on the radial menu. Strength is 17, I've even added martial wpn feat
along with pwr attack...and still does not show on radial menu.

I intend to make a dual Cleric/Ftr, am I missing something? Can Cleric not use pwr attck even though it can be chosen as a starting feat?

Wondering if this is a known bug or rules thing? Thanks.

Clerics have 0 Base Attack Bonus on lvl 1 and since Power Attack lets you substract a number from your BAB, up to your BAB, and adds it to your damage, it's probably not there because you simply don't have BAB (yet).

Yes, I believe that's the problem.
Exact wording of the feat in 3.5 includes the following: "you may choose to subtract a number from all melee attack rolls and add the same number to all melee damage rolls. This number may not exceed your base attack bonus."

Since your BAB is 0, even 1 would exceed your BAB.

If you want to test it. Use the console to level up real quick and see it if appears. Just make sure you don't cross-class into a class that also give no BAB at level 1 :)
