I no longer have Gothic 3 on my computer but I believe the default directory to be:

C:/Program Files/Aspyr/Gothic 3/Ini/ge3.ini
Right click, open with, notepad.

And no offence, but if you are having difficulties finding this file you really do not want to change anything in it! It can break your game, be sure to make a backup at least.

EDIT: Horrendous typos

Activating the console doesn't. But yeah, best do a backup in case anything goes wrong.

Is the file write protected ? Before editing it with Notepad, right-click the file, select properties, and make sure the check box Attributes : Read Only is unchecked.

It could also be a Windows protection thing. Which version of Windows are you using, XP or Vista ? Do you have administrator rights on your profile ? Are you using basic Windows file settings (like hiding file extensions for known types, etc.) ? Is the file located in a hidden or protected directory, such as Documents and Settings ?

If all else fails, you could try saving the file as something else. Save the file under a dummy name, rename or move the original file, move the new file into the target directory, then rename it to what the original was called. This may help you get around any file protection problems.

If it rechecks itself that's because the directory that it's in is flagged as read only. Windows Vista really goes above and beyond to make sure that you don't mess up anything on your computer, and I have only limited experience with Vista. Rather than trying to figure out where in the parent directory structure the flag is, you should probably try the second option I mentioned above.

Copy Gothic.ini to another directory (something that allows editing, like a temp or downloads directory) and a second copy to a safe place, uncheck read only, edit the file, save, delete the original, then copy the new file into the original directory. I'm not 100% sure, but that should work.

Save a copy of the Ge INI to your "My Documents" file. Drag and drop the G3 INI file to your Desktop. Edit the file then Drag and Drop back into the game folder it came out of. That should work.

Additionally:

Make sure the "SpeedTreeMaxMemUsage" numbers are as highlighted below. This will reduce game stutter.

ResourceCache.u32ImageMaxMemUsage_High=96000000
ResourceCache.u32MeshMaxMemUsage_High=96000000
ResourceCache.u32SoundMaxMemUsage_High=20000000
ResourceCache.u32MaterialMaxMemUsage_High=21000
ResourceCache.u32CollisionMeshMaxMemUsage_High=18000000
ResourceCache.u32AnimationMaxMemUsage_High=40000000
ResourceCache.u32SpeedTreeMaxMemUsage_High=10000000

ResourceCache.u32ImageMaxMemUsage_Medium=70000000
ResourceCache.u32MeshMaxMemUsage_Medium=40000000
ResourceCache.u32SoundMaxMemUsage_Medium=15000000
ResourceCache.u32MaterialMaxMemUsage_Medium=20000
ResourceCache.u32CollisionMeshMaxMemUsage_Medium=16000000
ResourceCache.u32AnimationMaxMemUsage_Medium=30000000

ResourceCache.u32ImageMaxMemUsage_Low=32000000
ResourceCache.u32MeshMaxMemUsage_Low=30000000
ResourceCache.u32SoundMaxMemUsage_Low=10000000
