how exactly is the counter meter counted

for example i have charisma 14means i have a +2 on charisma bonusses
and i have persuade skill at 4

will this mean that my persuasion skill will be on 6?

same goes for racial bonusses also on top of the skill counted or is this a different meter? (roll)

or a con of -1 would that mean all skill based on con would suffer a -1 penalty?

Yes, that's how it works.
THe skill value is calculated 0 + racial bonus + points used to skill + stat bonus.
