Who do I talk to to buy the shack in the Imperial City Waterfront?

To buy the shack you need to speak to Vinicia Melissaeia. The house costs 2000 dollars as well as all the upgrades. You can find her in the Office of Imperial Commerce, and you can purchase the upgrades from Sergius Verus who can be found at the Three Brothers Trade Goods.
