NM. I got it sorry. However I have been wondering if anyone knows what you need to do to get that one girl in the first town you visit in Fallout 1 to join your party. Her name is Tandi.

Sorry for late response.
You can get her to follow you by accepting her quest. Though she will follow you only through the quest and leave the party after completed. So the only method to get her follow you entire game is not to complete the quest.
