Just had a question regarding the occurence of leveled items in Oblivion. For instance I know that the Umbra is a leveled sword, but does it set itself to your level when you first activate the quest or not until you actually remove the sword and hold it in your inventory. So what I mean is if you started Clavicus Vile's quest at say level 18, but didn't actually retrieve Umbra until level 26, would you get the level 18 or level 26 version of Umbra?
Umbra isn't leveled.
Leveled items are set when they enter the game, not when the quest starts IIRC.

As he said, Umbra isn't leveled. Its still an original blade with soul trap.
Although, if you complete a lot of quests in low level you will still get the same items, the only thing changed on the items is the enchantment.
I mean, its still the same weapons but you'll do more damage with them as you level in the required skill :=)
*spoiler* One example is the chorrol recommendation for the mages guild; Fingers of the mountain.
I finished "part II" in that quest when I was level 28 and I got a spell so powerful that it costed 780energy points to cast. That is WAY more than it should.*spoiler*
