Because intelligence effects your DC and spell penetration (as well as spell level and number), you should select a race that has a +2 to intelligence and start with a 20 in intelligence. A Human can't do that. This doesn't mean that a Human can't be decent starting with an 18 in intelligence, but it does mean that it won't be quite as good *AND* a few other stats might be a little worse (..though a few other stats might be a little better as well).
The other enviable stat is DEXTERITY.. particularly with Mirror Image. Its also a stat you can easily increase with equipment modifiers to achieve an AC at epic levels that surpasses virtually all armor (when combined with spells).
Only 5 races have a +2 bonus to intelligence, and of them - only 2 *also* have a +2 to dexterity:
Drow &
Tiefling
Both are excellent choices with different features. For an inexperienced player I'd prob. recommend the Tiefling because its level penalty is less and because there is no penalty to constitution. (..allowing for a higher constitution is also a *plus* for both hitpoints and fortitude based saves).
With regard to the Necromaster:
1. Do *NOT* specialize in any spell school, instead keep it as GENERAL(ist).
2. Spell Focus, Greater Spell Focus, and Epic Spell Focus can all be skipped in favor of other Feats. (..the +3 to DC isn't worth the feat expenditure in the OC and MOTB.) I'd also skip Toughness (..you can get +20 hitpoints elsewhere without the feat expenditure). The replacements I'd recommend are as many additional level 9 spell slots as possible. This gives you a bunch of extra EMPOWERED Horrid Wiltings to cast.
3. Select your Spell Penetrations as early as possible. (..there are a number of spell resistant opponents in the OC fairly early.)
4. Move your ASoC levels to around character level 13+. (..Empower Spell starts to "kick-in" at about that level AND you need your spell penetrations early-on which negate early selection of Skill Focus Spellcraft and Empower Spell, instead selecting Spell Penetration and Greater Spell Penetration in their place.)
The alterations (I *think*, but am not certain, should be):
5 Wizard: Spell Penetration (instead of Empower Spell)
6 Wizard: Greater Spell Penetration (instead of Skill Focus Spellcraft).
7 Wizard (instead of ASoC)
8 Wizard (instead of ASoC)
9 Wizard (instead of ASoC)
11 Wizard: Empower Spell*
12 Wizard: Skill Focus Spellcraft (instead of Spell Focus Necromancy).
13 ASoC (instead of Wizard)
14 ASoC (instead of Wizard)
15 ASoC (instead of Wizard)
18 Wizard: Level 9 additional spell slot (instead of Toughness)
(..and level 9 additional spell slots when you can, also grab Vampiric Feast as soon as possible.)
*note that the selection of a feat here is because you get a magic feat for every 5 levels of Wizard, and by selecting Wizard earlier and ASoC latter you get your extra feat a little earlier.
Strategy HINTS:
Make *extensive* use of your Scribe Scroll ability. Most of your long duration spells like Mage Armor or Improved Mage Armor should *always* be cast from a scroll you have scribed. Any Defensive spell (like Mirror Image, Displacement (or Greater Invisibility), Elemental Shield, Globe of Invulnerability, Spell Shields, etc.) should generally also be cast from a scroll you have scribed, and you should have plenty of them.
Spell "penetration"-type spells should almost always be reserved for scribed scroll casting. Spells like Dispells, Assay Resistance, Spell Breaches, and Mordenkainen's Disjunction. (..most here you don't need that often, its usually just against really tough opponents OR in the case of Dispells: its still much rarer to actually need the spells than offensive spells.)
You should have a few of your less used (virtually never expended for a spell slot), but *different* OFFENSIVE spells scribed to scroll REGARDLESS OF LEVEL. (..i.e. some will be costly.)
The offensive spells that you might want scribed to scroll are:
Gust of Wind. (..its more defensive than offensive, but its a great spell for your character, especially at higher levels against mobs of weaker opponents.)
Fireball. (..good damage with area damage and not terribly costly at only level 3.)
Issacs Lesser Missle Storm. (..good damage en-mass or against a single opponent WITHOUT A SAVE COMPONENT at a lower cost.)
Different Summon Spells (and generally all of your summons should be via scribed scrolls). (..they are spells you don't really need that often EXCEPT near the beginning of the game (OC).)
..and,
Tenser's Transformation. (..occasionally helpful against virtually magically immune opponents, though be sure to try a summon first.)
Utilizing the above you can stack your spell slots with the offensive power your character relies on.
