In Ch2, anyway back to outskirts/Old Mill?

I never could find the meeting place for Vesna at the Old Mill. The story has progressed and I'm in the city. Is there anyway to still meet up with Vesna at the old mill?

Also, what are the chic cards for? Just to look at?

Also, I never killed the monster by the river and was hoping to complete that to. Am I too late?
