As long as you're not a wanted criminal, the Mages Guild will accept you into their ranks. However, in order to gain access to the Arcane University in Imperial City, you must visit each of the seven extended cities and receive a recommendation from the local Mages Guild representative.
In the case of Anvil, that representative is Carahil. Speak with her to learn that the Council of Mages has entrusted her with resolving a situation along the Gold Road. Apparently several traveling merchants have been found dead along the Gold Road, and even more have gone missing. Judging by the frost burns found on the victims, a rogue mage is responsible for the murders. Carahil has dispatched some Battlemages to the Brina Cross Inn just north of Anvil and she wants you to travel there as well so you can investigate further. When you get there, you're supposed to speak with a woman named Arielle Jurard for further instructions. In case you encounter the rogue mage yourself, Carahil hands you three
Frost Shell scrolls for protection.
Simply follow the path north of Anvil until you reach the newly marked inn on your map. Once you're inside, speak with Arielle and she will whisper some more instructions to you. You're supposed to speak with the innkeeper Christophe and rent a room for the night. Once you're established in your new room, Arielle will pay you another visit to discuss the mission privately. If anyone asks what you're doing here, you're to tell them that you're a traveling merchant, essentially baiting any would-be murderers into a trap.
As soon as you've purchased the room, a suspicious looking woman named Caminalda will approach you and inquire about your profession as a traveling merchant. She claims to be worried about you, but something just doesn't seem right. When the conversation ends, head up to your room and wait for Arielle to arrive. When she does, speak with her and she'll tell you to get some rest and then travel along the Gold Road toward Kvatch. She will be following you out of sight with a fellow Battlemage, and you're not to acknowledge them in any way or you will blow your cover. Should the "cowardly mage" confront you during your trip, you'll have Arielle and her friend's help to take the murderer down.
Rest in your room for an hour or two, then hit the road toward the east. Arielle and a Battlemage named Roliand Hanus will follow you at a distance, as promised. It won't be long before you're attacked by Caminalda, the suspcious woman from the inn. She's a fairly powerful caster, but you shouldn't have much of a problem with two casters lending their aid during the battle. When Caminalda falls, loot her corpse for a handful of items and her personal key. The key will gain you entrance into one of the rooms on the second floor of the inn, where you'll find a chest with some additional gold for the taking.
When you report back to Carahil in the Anvil Mages Guild, she promises to pass along a recommendation to Raminus at the Arcane University for your help in tracking down the rogue mage. Before you leave, though, she also makes a snide remark about how the recommendation probably won't do you any good because the mages at the Arcane University "forget about the little people." We shall see.
