When your Athletics skill is less than 40, you can receive training from the following NPCs:
- Mahei (Leyawiin)
- Uuras (Skingrad)
When your Athletics skill is between 40 and 70, you must seek further training from the following NPCs:
- Hauls-Ropes-Faster (Anvil)
- Honditar (Just Outside Chorrol Wall)
Once you've learned everything you can from the second tier trainers, speak with either of them about "Training" to learn that a master trainer exists that can teach you the most advanced techniques the skill has to offer. Her name is Rusia Bradus, though the second tier trainer only knows of her through stories past. They don't even know her first name (Runia? or Rulia?), but they at least mention that she may have settled in Anvil.
When you arrive in Anvil, your compass will point you to Silgor Bradus' house. During most hours of the day, the house is locked tight. However, if you stick around until after 4:00pm, Rusia will exit the home and will be available for conversation. When you speak with her, she tells you that she did quite a bit of traveling before she met her husband, Stilgor. She believes that everyone should do this in their lifetime, so she recommends that you "discover new places" and "travel to lands you've never seen" before she offers to teach you what she knows about Athletics.
If she refuses to train you, it just means that you need to mark more locations on your overland map. Once you've discovered over thirty annotated locations on in Cyrodiil, return to Rusia and she will find you worthy to train with her.
