There are two possible outcomes to this quest. Virtually everybody in Cheydinhal will complain that the Captain of the Guard, Ulrich Leland has been imposing unfair fines on the town's citizens. You will be directed towards Llevana Nedaren, who will tell you that a good friend of hers, Aldos Othran, has been evicted from his home because he couldn't afford the fines. She suggests you might talk to Garrus Darellium, second in command of the Guard.
You'll find him at the Castle. He's sympathetic, dislikes his Commanding Officer, and asks you to try to persuade Aldos Othran to testify against him. Follow your compass to Othran, who is somewhat under the weather (or, in more obvious terms, drunk) and he'll lead you to his old house. There he'll have an altercation with the guard and get himself killed. Llevana lives next door so go and tell her the news. She'll say that if you can entice Ulrich to her house she will make sure he doesn't leave it.
This is where the game diverges. You can return to the Castle and seek out Garrus, who will suggest that you search Ulrich's quarters for incriminating evidence, and give you a key to his room. If you take that route (go into sneak mode), you will find a letter that contains the necessary evidence. Take it to Garrus, and he'll ask you to meet him in the Cheydinhal Bridge Inn in two hours, and hurry off to give the letter to the Count. When you meet him, he'll tell you that Leland has been arrested and imprisoned. He will give you 650 gold as a reward, and say he's now been appointed Captain of the Guard.
The other route entails finding Ulrich Leland (who is also in the Palace) and persuading him to go with you to Llevana Nedaren's house, on the grounds that she has something important to tell him. When you get there she will summon some giant rats, who will kill him. End of quest.
