As long as you're not a wanted criminal, the Mages Guild will accept you into their ranks. However, in order to gain access to the Arcane University in Imperial City, you must visit each of the seven extended cities and receive a recommendation from the local Mages Guild representative.
In the case of Leyawiin, that representative is Dagail. She is not well, however, and has a tough time even carrying a conversation with you. She directs you to Agata so that she may set you on the correct path. Agata explains that Dagail has visions and that she carried a seer's stone with her to help suppress them. The amulet has recently gone missing, however, and Dagail's sanity has gone with it. She asks you to find the amulet and starts you off by recommending you speak with the other mages to find out what they know about the amulet's location.
If you ask S'drassa or Alves about the seer's stone, they will both tell you that Kalthar was recently talking about it. Ask Kalthar what he knows about the amulet and he will claim that he overheard Dagail and Agata talking about its disappearance and that he's glad that it's gone. He doesn't feel that Dagail is in any shape to run a guild hall if she needs a magical trinket to keep her sane. He then goes on to talk about her father and how he didn't even get a tombstone after years of service for the empire.
Return to Agata after having the conversation with Kalthar and she will not be able to figure out how Kalthar knows anything about Dagail's father. She determines that there must be a connection between her father and the amulet, so recommends that you speak with Dagail directly about it. Dagail only offers a cryptic converstaion about it, telling you to "bring light to the darkness" and that "under broken towers and broken bodies it now lies." Refer to your journal when the odd conversation concludes to learn that you must find the fort at which Dagail's father was stationed. The fort is apparently somewhere near Leyawiin.
Fort Blueblood is your next destination and it is, in fact, near Leyawiin. Travel to the southeast of the city until you reach the fort, then enter its depths through the old wooden door. Fight your way through the Marauders guarding the first level until you reach the door leading into the Fort Blueblood Halls. Enter the second floor, then battle through more Marauders until you reach the room with the Marauder Warlord. Take him down, then search his corpse for the Fort Blueblood Key. This will allow you to enter the area just beyond the warlord's chamber, where you'll find the burial ground of Dagail's father.
A couple of dead Marauders line the floor of the burial ground, and you'll be forced to fight a couple of Imps before you can do a more thorough search of the area. When you've taken care of the opposition, open Manduin's Coffin and grab the amulet from within. Before you can leave the area to return it to Dagail, however, Kalthar shows up and demands that you hand it over. He's holding it here until Dagail steps down from her position in the guild, and won't let you give it back to her. A fight will break out and you'll be forced to kill Kalthar in order to leave the fort. Once he's dead, take the alternate exit through the warlord's chamber and you'll arrive behind a gate near the entrance. Pull the lever to open the gate, then head back to Leyawiin.
When you hand the amulet over to Dagail, she immediately returns to her former self and promises to send your recommendation to the Arcane University. She then begins to foretell your future, proclaiming that it will be up to you to decide the fate of many and that both life and death will be altered by your hands. The future sounds grim, indeed.
