Look for Ian in the guard house at Shady Sands, where you'll near about his injury. Show him some sympathy and then ask him to join up, offering a piece of the action to satiate his need for money. This guy is excellent with one-handed weapons and small guns, but you won't get much use out of him if you want to try out a two-handed weapon.
