Am I a moron?

Have spent a couple hours doing stuff on Nar Shadda. Tried to go back to the ship to switch out characters for the dancing quest and "You may not board the Ebon Hawk at this time"

Is this supposed to happen or is it yet another terrible bug erasing several hours of gameplay?

Where can I find one?

Also, is there a guide on how to achieve the different types of enchants? I can only do frost on weaps right now. Have it for a cleric and a wiz.
