Yes, it was Trebonius. I made another character and went all the way to Vivec to get the quest again, and the book I recieved to give to him was Traer's(?) Daedra and Alssaldkjalksji(whatever). Anyways, I stole the book from the library and was able to complete the quest. Thanks anyways, though.

I was searching for the killer in Vivec by asking around in the Hall of Justice, which led me to the Office of the Watch. A man in there asked me to apologize for him to a mage named Trebonius. He offered me 50 coins, and appearently gave me a book or something, which I did not notice at the time ...
