As Jesterking said, raising any combination of your major and minor skills by 10 points enables you to level up. Upon level-up, the game will give you three points to allocate to your attributes.

Ah, CTD's, the scourge of Morrowind. To reduce them:

1) Update all your drivers (video, sound, etc.) - last update made a big difference for me

2) Defrag the hard drive regularly
