No arguments from me that it's a bad design. That kinda goes with the whole Bethesda package. Sometimes they do things that just leave you scratching your head. It's compounded by the fact that a lot of people never even got the notifications of any failed quests at that point.

From what I can tell, enemy levels are fixed, but you see different enemies as you progress in the game (so you might face "bandit outlaws" or "bandit thugs" at higher levels rather than just basic "bandits").

You have to manually unlock shouts yourself. Go to your magic screen, scroll down to shouts, and select the shout you want to unlock. At the bottom of the screen there should be a list of what keys you need to press to unlock the shout, or check the manual. On the PS3, it's the R2 button, not sure ...

If you're looking for a lot of conversations and depth along the lines of the original game, it doesn't seem to be there. These characters are not fleshed out to the same extent. I think some of it is tied into personal quests though. Anders seemed a bit more confortable after I did his quest anyway ...

The Alienage has it's own seperate entrance in the Denerim Market area. You need to use that exit rather than the usual gate that you normally use to get there. It's along one of the walls, not too far from Brother Genitivi's house I believe.
