Does anyone know where to buy tourches in Oblivion IV??? I need some to get through dungeons.

Can anyone tell me what function I need to perform in order to "put an item" in a chest so it opens the gate to the Never Tombs. I have tried to drop the item, but it goes on the ground. I have tried to "equip" the item but that does not work either. So how do I "place" or "put" a item into the ...
