Does anyone know where to buy tourches in Oblivion IV??? I need some to get through dungeons.

You can not buy torches, on the Xbox version at least. If you want torches take it from dead enemies [Bandits, goblins, etc.]

You can't buy torches, on any platform (mod excluded).

But they aren't that hard to get,
look on the barrels of Imperial City (Market District, Waterfront District, etc), and you'll get quite a few of them, for free

When you've pick them all, Fast Travel to a different place, wait 3 days (because the barrels respawn in three days), and then get back to Imperial City,

That is the fastest way (I think)
There is nothing you can't do, at least if you have enough patience to keep trying.

And buy the 'starlight' spell from Edgar or the Mystic Emporium in the Market district of the Imperial City so you have something to fall back on if you run out of torches. Even a char with very low magica can manage starlight several times in a row.

Oh - and you can use Options menu to increase the brightness as well.

I was going to say the same as Master David and would also suggest finding Finn Gleam, giving you not only water breathing but life detection and nighteye as well. Plus it's a helmet that offers additional armor and if and when it's no longer needed, it can be sold for some decent coin.

Not at all hard to find and retrieve but I'm not going to be the one to spill.
