Some thoughts-
About the bat-sheriff: I killed him with Blood Boil. The cops just stood there and shot at him, so I would suck them dry whenever I needed more blood. They kept respawning too; not sure if that was a bug or not.

First char - Tremere:
1) Trance/Suicide. This silently killed or stunned any human. If they were stunned, best way to deal with them was to drain them of all their blood.

If I remember this quest correctly, you have to place the cameras and then set the cameras up using the computer in the bedroom of the apartment. You'll get an email message immediately on the computer when you complete the quest.

Explore all of the tunnels that you just went through. You should find two of those orge-ish looking things fighting something... look around there for something you'll need at that room you're stuck at.
