Could be glitchy

I've played this game through three times and I've only found the criminals on the surface once. I believe you're supposed to meet them in the passage before you get to the beach. During the game that I actually found them, I was playing a LS female character. The other two times ...

Take them on one at a time...

If you run off the platform and hide behind a pillar or down one of the hallways, you can get the floating lightsabers to come after you one at a time. I've played this game through three times now and it seems to be the easiest way. Hope this helps!
