You need 121% science to have a chance at getting the Cyber-Brain. I'm not sure what you're doing wrong with Myron, I agree it sounds a bit like a bug. Did you patch the game?

I did that too but always hated losing a neat perk for another tag, so I ended up just boosting Energy Weapons 1 by 1 with over time and then poured ...

It's likely because of too many entries in your Pip Boy. It happens to me right after I look at a newly downloaded datadisk. I just save before I read a new entry, then exit the game and reload.

Yeah, would be my favorite game if it wasn't for the ultra-cumbersome user-interface and inventory management. We need something to overlay the Tactics interface onto Fallout 2.... Anywayz...

I guess the melee/Unarmed choice is mostly just personal preference, but I always found the mega-power ...
