Note that you cannot simply take a character and develop it throughout the 3 parts. You can only start SOU with a level one character. Also, remember that when you start HOTU, you will lose most of your equipment at start up if you have even a modest inventory. You will only get back a few items ...

I don't think I ever found this guy. I don't think he is associated with any guild quest of any kind, but he could be part of an obscure city quest, or wilderness quest. Maybe, he's just one of those funky quirky npc's that Bethesda threw in.
