Aclarity which is the melee speed increaser skill, is under the dual wield tree, but the description doesnt specifically say its for dual wielding only. What im wondering is if it will increase the speed of my 2hweapons as well. Anyone tried this out?

The higher the quality or maybe cost of the item the more the development progress it adds. Just hover the mouse above the symbol next to the devolopment window bar to determine what your feeding it most.

I'm guessing you mean "Where is the monster?" You gotta take the south gate out of the city, and then follow the path until you see a silver star (which indicates a secondary quest) on the right hand side, go in the cave to it.
