5 in magic weaponry, str 24, light weapons 5, med weapons 3, pole 3 and the penalty is -2.

I have a nether staff and still have a penatly to use it. I have the 5 in Magic use, the strength, and a 5 in light arms. What am I missing?

I just bought the game, and upgraded it to 1.3. I am in the sewer learning combat tactics. However, my blue bar is full and the game dosn't allow me to advance a level. Am I doing something wrong that won't allow me to level?
