I'm having a similar problem. Mira won't show up, the Red Eclipse won't show up, and I can't get to Goto's yacht. And I'm fairly certain I've done everything . I bribed the rodent in the Entertainment Promenade, I defeated the Pazaak champion, I danced for Vogga and spiked his hounds' drinking water ...
