Hi my friend, i had the same problem as you...

i believe u find it in an Oblivion gate, the Bruma gate u do as part of the main quest, it is in a fallen tower right behind u as u enter the gate but u must go all the way round the map to get to it unless u have huge healthe, alot of healing potions ...

also, if u manage to picp-pocket a key from either her or her lizard friend, u can open there chect and take The Bnads of Kwang Lee (fortify H2H 20)
