To finish the Elizabeth Dane quest, do I have to have the police report? And if so where on the cargo is it?

My first problem is when trying to save Lilly in the freezer and I punch in the code it tells me error and my second problem is the elizabeth dane I can't get the police report.Will some one please help me?:speech:

I am still in training with Jack and am in that whare house where you have to go down a grate and kill the first in that room.<Beginning of the game> I can't get out that door after I kill that guy.I have tried everything please help me!!!
