I have considered using the save game editor to fiddle with the globals, but i wouldn't know where to begin with altering the numbers to reach the correct states, and if that would spawn the necessary materials, but seriously this game didn't get rushed to the finish it shouldn't have ...

I employed the patch for the Telos fuel bug...and indeed there is an entry in my diary - that I should talk to Lt. Ghenn about the new fuel source...but there appears no Dialogue-option, when I talk to him...
