I think it depends on the game. Games like Baldur's Gate would not be as good if it had voice acting for all the dialogue. I would have at the very least five for persuasion, because you should raise scholarship pretty high so you can use all those books, and raising that raises your persuasion as well as research, so it's a very nice bonus. And you also get one charisma from the start, and it costs only 4XP to raise it ...

I just beat this mission today and got the stealth bonus, with a Gangrel and only a level 2 in stealth, so high stealth is by no means required here.
