I believe the person you buy the house from hangs out at the bar in Skingrad. Can't remember for sure though.
I think that's also were you can hire a servant for the house.

Did you make certain that you finished all the tests first?
I believe there were four tests you have to complete.
Try going back to the bedroom and see if there is a test you didn't finish.

I had the same problem.
Reloading my last save fixed the issue for me.
