I have about 10 items I can't drop because it says they are quest items. I have completed the quests long ago associated with these items though... Will I never be able to get these items out of my inventory? Example: Handwritten Note from The Mages Guild Quest, "Necromancer's Moon".

1) In Elders Scroll III:Morrowind, you could Soul Trap spells on yourself such as Fortify Agility so it stayed at the fortified level. Have they made this impossible in Oblivion?, or do you just need to be a certain level?
2) I notice at different points in the game I can buy spells from people ...
