I don't know if I'm allowed to do this, but I'm going to paste the text from the file here, so you can see what I'm talking about. This is how the file is, completely unaltered.

Ok, you have to right click the swkotor2.ini file and click properties, then click security, then edit, then select your user from the list (was the bottom name for me; not system or administrator), then check off "full access", then apply, then ok, etc. I'm using vista, too, and I've run into ...
