Enabling Cheats problem

Ok, I've tried every solution out there to enable the cheats, and nothing works. I watched a vid on youtube of how to do it, and I noticed the text in my swkotor2.ini file is different. Under the heading [Game Options] the *only* line of text is "TooltipDelay Sec=". There's nothing else. I don't think it's supposed to look like that. Or am I just losing my mind?
