I ran into this problem, too. I had to reload from a previous save that was in a different area and re-enter the location that was giving me trouble.

I've run into an odd problem. When I started Chapter 3, I was 15th level and hired my usual henchman, Daelan Red Tiger. I spoke to him about levelling and he went up to 14th level.
Since then, however, I've leveled twice and yet Daelan is still 14th level. When I speak to him, there aren't any ...

Oops. I was afraid that that would be the answer.

Is there any way to finish this quest once the Competition is already complete? I'm starting to suspect that he was someone near the end of it that said something about attacking me, but then never did. I think he's still in that dungeon ...

I'm hopeful someone out there can answer this. I've completed almost all of the quests in Chapter 2, but my henchmen's (Daelan Red Tiger's) quest remains incomplete.
