Go invisible

It has been awhile but can't you use a spell/potion/scroll to go invisible if your sneak level isn't high enough to grab them without getting caught? Thieving makes you visible again but for a one time grab it usually works.

Try taunting

Try taunting them one by one into attacking you. It's hard to do but you then get to fight them one on one and have no bounty to pay off. Even if you only get one or two it makes the job a lot easier. Also when you taunt try bribiing them first to get them up around the 60% approval ...
