I found him in Vivec, but I still can't do anything about it. The Venim council person "will never name me Hortator"? Can someone please help here?

I can't find Berel Sala. I am trying to become Redoran Hortator and the coucilors keep saying the Berel Sala is saying that Im a spy. Nemidia says that he is the Captian of the Watch, but I can;t find him. Please help!
