No one will talk to me because I'm not in uniform. What's up with that?

I have increased my misc. skill in order to bump up my attribute modifiers. However, when I level up, the modifiers only work on the ones that increased naturally. The one that I trained to increase don't seem to be helping to increase the modifiers. Example: Trained up Alchemy, Enchant ...

I can't get my bow to work. I have arrows and I ready the weapon. Hitting the "use" key does nothing. Do I need to ready arrows or something? What the hey?
