No one will talk to me because I'm not in uniform. What's up with that?

You are joined the Legion, so no Legionare will talk with you unless you're wearing some right cuirass (Imperial chain is fine and the lighter one, IIRC, there are some other, i do not remember them all; no light armor, only medium or heavy).

Wear a legion cuirass whilst you're talking to the chaps in the forts (steal one from them if you don't have one on you) then drop it on the floor near them when you leave.

You can then put on your more stylish cuirass and go off on your questing and when you return, pick the cuirass off the floor and put it on to resume the conversation with the soldiers.
