there are two top floors to the helm and cloak inn-- go past the bartender and up the back stairs, then detect traps to find the correct painting... don't feel bad... it took me forever to find it too

i found him in the southwest part of bg, in a building at the bottom left of the map... if you don't have any evil party members nothing happens...
