Phandalyn

When I was in the Three Old Kegs, a halfling named Bellamy told me there's a paladin after me called Phandalyn. He's supposed to be in the docks, near a tavern and only during daytime.
I can't find the guy though. The strange part is, I searched through some walkthroughs and there's no metion of Bellamy or Phandalyn. Does anybody here know who I'm talking about (if not, I should probably see a doctor)

i found him in the southwest part of bg, in a building at the bottom left of the map... if you don't have any evil party members nothing happens...
