Definitely can be, I've done it. Don't know the exact dialog choices, but you have to team up with Yuthura and kill Uthar (?). You are then forced to fight Yuthura and once you bring her down to low health, you get a dialog with her and that's where you need to choose carefully.

Only 4 days to go until HotU, but I've taken some interest in Whips right now (for a reason which will soon be clear). My question is: does anyone know whether the Disarm/Improved Disarm feats affect the whip inheritant disarm in any way, or are they completely separate?

Me neither. It's done just like any other quest. Talk to her enough and you'll get it. Have her tell you of how Griff ran off with Lena and then you can trigger it in any of the regular trigger spots, except Tatooine.
