I went through the quest again and apparently I missed vote and got it the second time through.

I had just finished the Telvanni Hortator quest as part of the main quest.

First I got my Brown Book of Great House Telvanni from one of the Mouths.

I then got my support from Neloth (Sadrith Mora), Aryon (Tel Vos), Dratha (Tel Mora), Therana (Tel Branora), Baladas (Gnisis) and then killed Gothren ...
