So set your level higher, save, exit, reload and go to sleep.
Actually that's exactly what I did... Still no dart, though.
I don't know what else can I do to obtain the dart (except typing player->additem "ebony dart_db_unique" 1 in the console)?

On second thought I made a preparation as follows ...

the higher level you get, the better items the assasins have.
I know that and I tried it. I used the console to set my level to 30 and then went to sleep. Of course an assassin appeared and attacked me - he had much better weapon (because of my higher level), but still no dart!

I have another problem. Since I've installed Bloodmoon I played only my old high-level character (finished main quests both from Morrowind and Tribunal) and everything was always OK. But yesterday I created a new character and I have a problem.
Of course my first sleep was interrupted by an assassin ...

Well, it seems I am really blind... I appeared inside Ald-ruhn Guild of Mages through guild teleport and I've looked for this guy only inside the building. Thanks for help.

I have one little question: where the hell is Louis Beauchamp?
In Bloodmoon I found the wreckage of a crashed airship, and read the journal of its captain. According to it I should get this journal to Louis Beauchamp, who is supposed to be in Ald'ruhn Guild of Mages. But he's not there! Or I am ...
